Fair Usage Policy for All Inclusive Utilities (Electricity, Water, Gas)
(Applicable where individual meters are located within each flat)
Purpose of the Policy
This Fair Usage Policy ensures that all‑inclusive utility arrangements remain fair, sustainable, and cost‑effective. It encourages responsible use of electricity, water, and gas while maintaining transparency for all tenants.
Meter Access and Monitoring
Each flat is equipped with its own utility meters where the landlord (or authorised representative) will take regular meter readings, typically monthly. A monthly average usage for the building and room type will be calculated and published for reference.
Monthly Usage Reporting
Each month, tenants will receive a usage summary including whether their usage is within, below, or above the fair usage threshold.
This ensures tenants can track their consumption and make adjustments if needed.
Fair Usage Threshold
The fair usage threshold is based on the average consumption of comparable flats and room types within the building. Usage significantly above this average may be considered excessive. Thresholds may be adjusted seasonally or in line with changes in utility pricing.
Excessive Usage Procedure
First Warning
If a flat’s usage exceeds the fair usage threshold the tenant will receive a written one‑month warning including details of the excessive usage along with practical guidance on reducing consumption.
Continued Excessive Usage
If usage remains excessive in the following month:
- The tenant will be charged for the excess usage.
- Charges will be calculated using:
- The actual cost per kWh (or equivalent unit for water/gas)
- The amount of usage above the fair usage threshold
Billing for Excess Usage
- Excess usage will be billed monthly in arrears.
- Payment must be made within the timeframe specified in the tenancy agreement.
